    AceInfo is seeking a Functional and Project Lead to support our upcoming federal project, in Colorado Springs, CO.

     

    The successful candidate will provide the following:

    • Functional and Project Lead professional, administrative, technical, and management support for the N&NC Cyberspace Operations Directorate (N&NC/J6) to support the enterprise IT services provided by the N&NC/J6 in support of N&NC missions.
    • IT services to N&NC based on industry best practices that allows for measurable performance of IT services and meet all N&NC IT requirements through the entire lifecycle of each IT service in all possible operating environments to include: stable day-to-day operations, deployed operations, exercises, and contingencies.

    Responsibilities

    Functional and Project Lead Task Areas:

     

    TECHNICAL MANAGEMENT - NETWORK AND INFRASTRUCTURE:

    • Assess, modernize, and sustain a government provided real-time or near real-time network monitoring system, i.e. SolarWinds, capable of network management, network performance, device status, equipment health, device accountability, IP management, and rogue device detection of all network infrastructure devices managed by the contractor.
    • Provide technical support on root cause analysis of all problem tickets to determine resolution and identify solutions to prevent recurrence.
    • Provide remote Tier 3 support for all N&NC Services extended to those subordinates, components, regions, and sectors organizations identified in the Service Catalog. Those organizations are identified as “locations” in the Service Catalog. The contractor is
    • expected to provide support, per Table 3 of this PWS, to those locations as required to maintain service levels.

     

    NETWORK OPERATIONS CENTER (NOC) SUPPORT: 

    • Perform network monitoring, notification, and liaise with other N&NC cyber operations centers.
    • Provide a 24/7/365 on-site Network Operations Center capability within the organization.
    • Provide services and automated solutions that accomplish Network Management and Monitoring activities for the Enterprise Networks.
    • Ensure all network and service monitoring tools specified in the Service Catalog and Software Catalog are configured, optimized, and tuned to enable proactive network monitoring.
    • Establish and follow standard operating procedures (SOPs).
    • Produce a major incident closure report within 24 hours of resolving the incident with key elements briefed to the relevant Government Process and Service Owners. Report all major incident status and progress.
    • Participate in operational briefings and meetings to provide situational awareness and status for network monitoring, compliance, and liaison capability.

     

    CYBER SECURITY MANAGEMENT:

    • Have requisite education, expertise and/or experience to execute the necessary cybersecurity tasks.
    • Commercial certification requirements for cybersecurity at a Cybersecurity Assurance Technical Level II, in accordance with DoD 8570.01-M.
    • Process incorporates all applicable policies and regulations and seeks to ensure that information security is effectively incorporated in all service and service management activities related to the confidentiality, integrity, availability, authentication and non-repudiation of information systems and data.
    • Serve as Global Administrator to operate, configure, and maintain the HBSS infrastructure per industry best practices, DoD and USCYBERCOM guidance on the NIPRNet, SIPRNet, and NORAD Enterprise Network (or equivalent).
    • Perform event configurations (rules/threshold) and dashboard development to facilitate monitoring, reporting, and cybersecurity actions in Splunk and Host Based Security System (HBSS).

     

    VTC MANAGEMENT:

    • Install, operate, and maintain the classified/unclassified VTC, Audio/Video (A/V), desktop VTC systems, and Satellite Television capabilities in the N&NC Headquarters (HQ) to include the VTC capabilities, video wall systems, video matrix switches, Television infrastructure (televisions, cabling, related network devices, etc.),
    • Maintain, configure, troubleshoot, and upgrade VTC equipment, support would include replacing equipment no longer operational.
    • Provide after action reports to include audio/video quality and any issues encountered on all VTCs upon request of the Government. If VTC fails or audio/video is poor quality, provide cause and execute/coordinate fix action.
    • Perform monthly preventative maintenance for all command, core, operations, general purpose & training, and directorate conference rooms IAW the Service Catalog for Rich Media to ensure full functionality and those deficiencies are identified to the Government with recommended corrective maintenance actions and planned timeline to correct deficiencies.
    • Provide technical support and operations of Secure Voice backup for classified VTCs.
    • Respond to short notice requirements and work non-standard hours to include 24/7 operations. Provide programming support for Crestron Controllers and Crestron Display panels. 

     

    ACCESS MANAGEMENT:

    • Maintain DoD 8570 Approved Baseline and Operating Systems (OS) Certifications IAW.
    • Provide, integrate, and manage Access Management to meet Government specified deliverables, OMs and KPIs identified below.
    • Maintain documentation of all “Basic” user accounts and all “Privileged/Elevated” accounts approved by the Government for services and service assets.
    • Ensure all personnel with elevated access are commercially certified on each service asset they have elevated access relative to their labor category. For service assets without a formal certification program course completion of relevant training is sufficient.
    • Must also obtain the required DoD 8570.01-M IT security certification corresponding to the labor category. Maintain a personnel database with all required certification information and make the database available to the Government.

     

    IT SERVICE CONTINUITY MANAGEMENT:

    • Provide continuous IT services to include Real- world events and exercises.
    • Support the organization continuity process by ensuring that the mission essential IT service assets (e.g. computer systems, networks, applications, data repositories, telecommunications, technical support) can be resumed within required timelines.
    • Ensure data resources (including Official Records and business essential data) are protected, recoverable, and available within reasonable timelines as required.
    • Manage, monitor, and report services per the continuity levels identified in the Government’s ITSCM Plan or by the Service Catalog (for service offerings not yet captured in the ITSC Plan, if applicable).

     

    EVENT MANAGEMENT:

    • Monitor all events that occur through the enterprise IT infrastructure to allow for normal operation of facility, network, system, capability, and security services.
    • Perform monitoring to detect and escalate exception conditions.

     

     

    Qualifications

    • Have industry certifications and DoD 8570.01-M IAT level II
    • Have managed or overseen similar IT Service Management tasks and functions per (see responsibilities) their respective task areas with the minimum of 2 years of experience.
    • Plan, direct, or coordinate activities in the areas such as network, service desk and cyber security.
    • Lead and guide the work of technical staff.

    Preferred Qualifications:

    • (NORAD, Air Force or USNORTHCOM)
